Biographical Note

Frank A. Storey, Jr., was born on January 25, 1905, in Millville, Ouachita County, Arkansas, the son of Frank A. and Ida Gammill Storey. He graduated from Malvern High School in 1922, then enrolled at the University of Arkansas, graduating in 1925. He was briefly employed by the Pyramid Life Insurance Company and the Pierce Petroleum Company before embarking on a 38-year career as an employee with various finance-oriented departments in the state government. His most renowned accomplishment was to help write the Revenue Stabilization Act of 1945, which set spending priorities for the state and prohibited deficit spending. He began work in the state comptrollers office in 1928, and served as deputy state comptroller in 1940. In 1941 he was appointed supervisor of audits with the State Bond Refunding Board, a position he served in through 1945. In 1945-1952 he served as secretary of the State Board of Fiscal Control. In 1952 he was named state comptroller, and in 1953 he was appointed director of finance with the State Department of Finance and Administration, a position he continued in until 1955. In 1955 he became the secretary of the State Board of Finance, where he remained until his retirement in 1967. He and his wife, Adrienne Brown Storey, had two daughters, Adrienne and Frances. He died in Little Rock on February 16, 1986.

Arrangement of the Papers

The collection contains two groups of materials. The first group consists of Storey’s personal papers. The second group consists of professional papers, and relate to Arkansas state government, including the gubernatorial administrations of Homer Adkins, Ben Laney, Sid McMath, Francis Cherry, and Orval Faubus. They include correspondence, general materials, and subject files arranged alphabetically by title. Arkansas General Assembly materials consist primarily of drafts of bills. Images include a signed photograph of Orval Faubus and an artist’s conceptual drawings of the University of Arkansas Medical Center in Little Rock; they are filed in Box 1 at the end of the personal materials.

Acquisition Information

The Frank A. Storey, Jr., Papers were donated to Special Collections by Mrs. Adrienne S. Cockrill of Little Rock and Mrs. Frances S. Medler of London, England, in January 1987.
