The collection consists of two items, a certificate of appointment for A. A. Webber to the Independence County, Arkansas, Local Council, and a photographic portrait of a young man. Purchase records for the materials identify the young man as a World War I soldier from Batesville.

Biographical Note
A. A. Webber was born February 8, 1862, in Iowa. In Arkansas, Webber was involved with the Batesville Chamber of Commerce and the White River Development Association. In 1918, he was appointed to the Local Council of Independence County, Arkansas. Webber passed away September 13, 1924, in Batesville, Arkansas.
